		<description><![CDATA[<p>Der US-Kongress hat der Vorlage aus dem weißen Haus <a href="http://www.tagesschau.de/aktuell/meldungen/0,1185,OID7232156_TYP6_THE_NAV_REF1_BAB,00.html" target="_blank" title="US-Kongress billigt Überwachungsgesetz">zugestimmt</a>, nach der dem <acronym title="National Security Agency">NSA</acronym> vorübergehend für sechs Monate das <strong>Abhören</strong> von Telefongesprächen und das Lesen von Emails, die aus den USA mit dem Ausland geführt werden.</p>

<blockquote>Das Gesetz erlaubt es Geheimdienstmitarbeitern, Telefongespräche oder E- Mails im und Ausland, die über US-Kommunikationssysteme laufen, ohne vorherige gerichtliche Genehmigung abzuhören. Die Regelung soll nach einem halben Jahr auslaufen und muss dann erneut die Zustimmung im Kongress bekommen.</blockquote>

In the case <a href="http://www.aclu.org/" target="_blank" title="American Civil liberties Union">ACLU</a> vs <acronym title="National Security Agency">NSA</acronym> the judge agreed that the surveillance-program collided with the <a href="http://caselaw.lp.findlaw.com/data/constitution/amendment01/" target="_blank" title="First Amendment: US Constitution">first</a> and <a href="http://caselaw.lp.findlaw.com/data/constitution/amendment04/" target="_blank" title="Fourth Amendment: US Constitution">fourth amendment</a> of the US-Constitution and the Seperation of Power Doctrine and was therefore <a href="http://www.mied.uscourts.gov/eGov/taylorpdf/06%2010204.pdf" target="_blank" title="ACLU vs NSA">illegal</a> as long as the NSA doesn't get a judge's permission to observe and spy on a specific person or organisation.</p>
